Mandal Factor THE outcome of the recent district council elections in Kerala establishes the fragile foundations on which the much vaunted United Democratic Front (UDF) performance in the November 1989 general elections had rested. On that occasion the front had captured 17 of the 20 parliamentary seats from the state, prompting the facile suggestion that the UDF had consolidated its hold on the electorate; the so-called EMS line was pronounced irrelevant and there the matter was presumed to rest. So convinced was the Congress(I) of the finality of that verdict that prior to the district elections it had begun to float the demand for the Left Front government's resignation in the event of the LDF's poor showing.
