Axe on State Plans?
ONE day the deputy chairman of the Planning Commission is reported as saying that the Eighth Plan would be finalised before the end of the current financial year and that while there would be no lowering of the growth target or even the employment target, he saw no reason to believe that these targets could not be achieved with lower levels of Plan outlay. The very next day the finance minister is reported as saying that while the overall size of the Plan "will be decided after the presentation of the Union budget for 1991-92" on February 28, he "ruled out any cut in the size of the Central Plan".
