Economic Roots of Political Struggle in Independent India Padhan H Prasad The fact that the results of the Ninth Lok Sabha elections in 1989 showed that ruling parties in most states fared badly indicates that the Indian masses in general have seen through government policies which have not only perpetuated the very process of uneven regional growth but have also allowed for the persistence of the syndrome of retarded growth.
