The party has increased its membership by over one lakh since its 13th Congress in Thiruvananthapuram in 1988. Membership of its mass organisations has also gone up by five lakhs during the same period. But this achievement should be of little consolation to the party. To start with, the bulk of the new members still remain confined in the traditional bases of Kerala and West Bengal The party has thus failed to make much headway in the Hindi heartland. The promise to make such a bid at the Salkia plenum remains unfulfilled.
