undertaken by BIFR is necessarily constrained by considerations of judicial equity but experience has also shown that the judicial process can be imaginatively used to mediate among the different interest groups and to reconcile conflicting interpretations of the complex laws in a given context. BIFR must be empowered with wider and more effective judicial powers to enable it to play a truly supportive role for accelerating the process of industrial restructuring.
