Menace of Black Money

T K Karthykeyan Black Money and Budgets by D R Pendse; Allied Publishers, New Delhi, THE generation of black money, basically due to rampant tax evasion and the consequent distortions in the economy, have assumed serious proportions in developing economies and India is no exception. Realising the grave situation, the finance minister while, presenting the Union budget for 1990-91 emphasised the need for launching a sustained and multi-pronged drive against the proliferation of black money which is inter alia generated by shortages, artificially pegged prices and detailed physical controls. What are the strategies to be adopted for tackling this menace, especially through the medium of the budget?
