Barring the INTUC, almost all the trade union bodies attending the seminar agreed on the need for secret ballot for both recognition of unions and representation of workers for participation in management. It was also agreed that participation in management would not substitute collective bargaining which would continue, with the sole bargaining agent and the bargaining council being determined on the basis of proportional representation. The seminar suggested that the government should enact legislation to give effect to the above recommendations and provide for flexibility to cover all central and state public sectors as well as the private sector.
