Into the Trap WHILE there is no denying the fact that the overall law and order situation in Assam is far from being normal, whether the centre should have taken recourse to imposing president's rule in the state is debatable. Admittedly several factors pointed to a need for postponing elections. For one thing, with a new assembly having to be constituted before January 8 next year, there was not much time before the election schedule had to be announced. And the only parties that appeared eager to have elections were the Asom Gana Parishad (AGP), and its progenitor, the All Assam Students' Union (AASU)
