Indira Gandhi and Indian Muslims A G Noorani No doubt Indira Gandhi's commitment to secularism was genuine as were her commitments to democratic values and to the socialist ideal. But after 1969 Congress split, this ommitment acquired a clear political purpose. Her image as the 'protector' of Muslim interests lingered long after the community had become no more than a vote bank on which she drew freely even while resenting their rights independently of her or her party.
