Forgotten Commission of Inquiry IT is hardly a year now, but the communal riots of Bhagalpur in October 1989 have already become a non-issue for the Lallu Yadav government, judging by its attitude towards the commission of inquiry instituted to look into the causes of the riots, and suggest recommendations to prevent such riots in the future. The commission was constituted in December last and Justice R N Prasad, retired judge of Patna High Court, was appointed to head it in January this year.
