Based on field data from a low income locality in Madras, viz, Chintadripet, the scholar observes that the households in the landlord category, due to their longer duration of stay in the city, larger number of earning members, etc, enjoy a higher level of per capita income. He argues that the poor tenants do not have much possibility of subsequently becoming house owners. On the other hand, they axe the first to be evicted from the central city as a result of slum improvement schemes pushing up the land values.
