Onerous Terms AT the recent National Development Council (NDC) meeting, practically every state chief minister asked the centre to shoulder fully the cost of waiver of farm loans, regardless of whether loans were extended by commercial banks or co-operatives. To ask the states to bear 50 per cent of the cost, of the co-operative loans waived was unfair because (a) the obligation to waive loans was the commitment of the National Front, which now constitutes the government at the centre; (b) the distinction between commercial banks and co-operatives is without any basis once waiver of loans is conceded in principle; (c) it would discriminate against states with a relatively better developed co-operative movement; and (d) it closes its eyes to the fact that several, if not all, states were in such financial straits that it was simply beyond their capacity to shoulder such a burden.
