FROM time to time the government, at the central level and at state level, reaffirms its commitment to land reforms and the redistribution of land. For some time there is some activity at the district and block levels to cope with the new directives. But soon the sense of urgency passes without any significant step having been taken to change the distribution of land in favour of the poor. Similar is the fate of a number of other programmes and initiatives meant to benefit the poor, specially those which involve hurting the economic interests of those who corner the bulk of the resources in the present system.
