A Question of Priorities BALIAPAL and Bhogarai arc two blocks in Orissa's Balasore district, which have seen the growth.of a peaceful non-violent struggle against the location of the National Test Range (NTR) in this area. This project intends to acquire, in a revised scheme, fifty- five villages, covering one hundred and two square kilometres. While the government claims that about six and a half thousand families will be affected the Uttara Balasore Khepanashtra Ghati Pratirodh Samiti (KGPS), which is spearheading the struggle, estimates that nearly one lakh people inclusive of fisherpeople and immigrant labourers wilt be displaced.
