Destabilisation Manoeuvres UNABLE to depend on its party hirelings for destabilising opposition-ruled state governments, the ruling party at the centre has now fallen back on the old tactics of misusing gubernatorial powers for its designs. Trusted lieutenants are deliberately appointed governors, so that by constantly needling these governments and maintaining a perpetual state of mutual suspicion, these central representatives can precipitate a crisis leading to the imposition of central rule on these states.
