the back ward regions. The facility of starting co-operative colleges is being extended up to the degree college level from the current academic year. No new colleges (junior or degree) are to be permitted to be started in any sector other than the co-operative sector. Of course, one or two colleges in the government sector may be started, depending upon political compulsions. On the whole, the policy is not to start any new college with state assistance, thus implementing the recommendations of the notorious Vice-Chancellors' Committee (1986) which had suggested that no new college should be started with state assistance till the end of this century.
