The successful firing of the Agni missile and the havoc wrought by the cyclone which hit the Orissa coast towards the end of May will profoundly affect the people's agitation against the location of the National Test Range at Baliapal, especially as these events have occurred at a time when the agitation is already in the throes of a political crisis.
