drawn from a study of radiation levels and cancer rates in different Indian cities (see Arjun Makhijani, 'Low Level Radiation and Cancer', EPW, October 31,1987). So far it has been largely individuals in the department who have been countering the criticisms: It is presumably felt that the counter argument would be much more effective if it came from a purportedly independent expert body, such as the INS. Similarly, environmental objections of local residents who are likely to be directly affected can be resolved by 'educating' them on these matters.
