One of the biggest ever cross-sections of senior Indian social scientists, at the seminar to honour V K R V Rao at Bangalore, warned that India should not step into the next century as a two-nation state of the elite and the deprived. The consensus on necessary policy breakthroughs favoured neither liberalisation in favour of the private sector nor centralised state control and direction, but decentralisation with increasing participation of people at local levels in planning, decision making and implementation.
