reality is that a large number of these "distributed' and 'settled' holdings continue to be illegally occupied by the landlords. In fact, a senior official of the district ad- ministration, Jehanabad, disclosed that the administration itself has a complete list of around 70 villages where illegal capture by landlords of 'settled' gairmazarua land continues even today, despite the fact that title deeds have been distributed among the landless. Here are some cases from Arwal block of the district.
