The bureaucrat-turned Congress(I) politician Romesh Bhandari, who is Lt Governor of Delhi, has turned down a recommendation made by the Jain-Banerjee Committee to appeal against the acquittal of several people accused of killing five Sikhs in West Delhi in November 1984.
