lakh bales than the earlier one. Even assuming an increase of about two lakh bales in mill consumption, the excess supply over the previous season would be of the order of 17.26 lakh bales, establishing a case for the immediate release of an export quota for at least half of that surplus. Surprisingly the CAB, which is largely dominated by cotton mill interests, has this time taken the most unusual stand that it would be too early to estimate the ensuing crop. It is a moot point whether in doing so it has deliberately acted against the cultivators' interests. It has, however, acted against the national interest of earning foreign exchange through exports. The next meeting of the CAB may not be held for three or four months and the cotton export policy may remain in suspense till then. Can we expect potential buyers to wait till the country is able to decide its cotton export policy leisurely?
