Uninspiring The Ninth Finance Commission was presented to parliament September 2, was submitted aim tion of the commission. The report covers just one year, 1989-90, which also happens to be final year of the Seventh Plan. Although it took the commission so long to submit its interim report, the award is, in most if not all respects, an extension of the old award, namely, that of the Eighth Finance Commission. This is particularly true in respect of the assessment of government revenues and expenditures. And where the commission has chosen to make departures from the last award, limited though these are, they are; mostly such as are highly controversial.
