Continuing Callousness THE 1984 Bhopal disaster appears to have done little to instil safety consciousness among the various central government agencies or our senior scientists. This becomes clearer with every new leak reported at the Bhopal Union Carbide plant. Here is an industrial unit which has been shut down for four years but where, curiously enough, tons of chemicals are being stored unused. In any engineering manual this is a made-to-order disaster scenario. Unless, of course, there is regular and proper maintenance which not only ensures that the containers in which the chemicals are stored are safe but also that the possible deterioration of the chemicals will not produce adverse consequences. That no such work has been going on in Bhopal is quite obvious.
