towards bourgeois democracy received a setback with the 'victory' of former general Roh Tae Woo of the governing Democratic Justice Party (DJP) in the December 16 presidential elections. The National Coalition for Democracy, an opposition group that fielded 1,00,000 poll watchers, has charged the DJP and government officials with bribery, resort to multiple voting and widespread rigging to retain power. It may be recalled that the last presidential election in 1971 also witnessed widespread fraud by the government at the initiative of the Korean Central Intelligence Agency (KCIA) and the police. Kim Dae Jung, the opposition candidate had got 46 per cent of the vote but had narrowly lost to Park Chung Hee, Many people believe that Kim was robbed of what was a substantial victory.
