January 31, 1987 That the Constitutional innovation proposed by the 20 upright men with a view to suiting Rajiv Gandhi's inclinations may lead to constitutional and administrative imbroglios is perhaps besides the point. That a prime minister, independent of, and therefore part of the time possibly at loggerheads with the legislature, will either have to act in deliberate disregard of the elected representatives of the people or will have to remain checkmated, that is, non-working, was perhaps specifically considered by the framers of the proposal. Indeed, during the past two years Rajiv Gandhi has demonstrated both of these two propensities.
