Instead, even if it was considered absolutely essential to carry out a military exercise of such gargantuan proportions as Operation Brasstaeks, should not the political leadership have made a realistic assessment of the likely reaction in Pakistan and taken up the matter with that country at the diplomatic level well in time so that the enormously dangerous and wasteful competitive military mobilisation on the border by the two countries could have been avoided? It would appear that the political leadership in fact left things to the armed forces to be handled through procedures laid down for dealing with military exercises of a more routine nature.
