STOCK MARKETS Upsurge in Speculative Deals THE emerging stock market scenario provides an interesting study as much on account of the widely varying assessment of the interplay of market forces because of the political and economic uncertainties and massive institutional intervention as for the alarming increase in speculative deals in cash (non-specified) shares. It is pertinent to recall that at an emergency meeting convened in New Delhi by the controller of capital issues, Piyush Mankad, on June 23, to assess the state of the market following the panicky decline in equity prices caused by bear hammering, the executive directors and presidents of the principal stock exchanges were asked to strengthen the inspection and enforcement machinery to rigidly enforce the various regulations and safeguard the interests of investors and revive their confidence. About a week later, when the stock exchange chiefs met in Bombay they decided to set up surveillance squads to take disciplinary action against members evading the ban on short sales, non-reporting of transactions and non-payment of margins.
