the Union Carbide disaster in Bhopal occurred but the compensation case against the company has not even got off the ground and remains bogged down in technicalities. Last month Union Carbide put up yet another road-block to the pro- ccssing of the case -it contended that it was being 'exposed' in two forums, in India and in the US, and that the government of India must elect its forum. In response the government has filed an undertaking in the district court that it wanted to pursue the case only in Bhopal.
