Right to Assemble Peaceably The home secretary to the Uttar Pradesh government has claimed that the refusal of permission for the meeting to be addressed by V P Singh in Gorakhpur in June was a matter of "the discretion of the district administration". This claim to arbitrary power, made so brazenly, to deny the citizen's right to peaceful assembly must not be allowed to pass.
