Assam- Balancing Act

THE decision of the new government in Assam to discharge from service block development officers recruited under regulation 3(f) of Assam Public Service Commission (Limitation of Function) Act, 1951, highlights one of the major problems that the AGP government would be facing in the coming days. The Issue came up in the assembly when a call attention notice was given by an independent member referring to a report that 100 BDOs thus recruited had been discharged, Indeed, in the course of the discussion it was revealed that as many as 2,376 such appointments under regulation 3(f) had been made during the previous regimeThe government avoided the question whether all these appointments would be reviewed, but confined itself to maintaining that between 1983 and 1985, 58 BDOs had been 'irregularly' appointed and it was these appointments that were being terminated.
