On March 13, 1985 the UN Commission on Human Rights appointed for one year a Special Rapporteur "to examine questions relevant to torture". On May 12, 1985 the Chairman appointed P Koojimans as Special Rapporteur. His Report dated February 12, 1986 is an extremely illuminating document.
