may adopt optionally. This is obviously nothing more than a gesture designed to assuage critical opinion within the ruling party and to divert attention from the Bill. Given the strength of the forces in the Muslim community which have brought about the passage of the present Bill, such a code, even if it is introduced, is hardly likely to be allowed to benefit Muslim women in any significant number. In fact, by strengthening the influence of obscurantist traditions and forces, the Bill has dealt a grave blow to the efforts of progressives among Muslims who have been advocating reforms within the framework of religious tradition.
