Science and Technology Fancy Labels REFURBISHING old images and restating old goals in the language of the 21st century has been developed into a fine art by the Prime Minister. During the five-hour debate in the Lok Sabha on the demands for grants for science and technology the Prime Minister reiterated the government's determination to give high priority to science and technology and visualised "three layers of effort" necessary to take the country onto the road to technological development. The three levels have been categorised as 'mission' areas, 'thrust' areas and 'blue sky' areas. Aside from the fancy labelling, the approach to science and technology is hardly new.
