Muslims and Civil Liberties A G Noorani ON March 17, one of India's leading political scientists, Rajni Kothari, said at a public meeting in New Delhi that there was a systematic attempt by the police in the walled city of Old Delhi to torture and harass members of a particular community (Indian Express, March 18). He was referring to the recent communal clashes in the city and alleged that both the press and the police had "white-washed" the incident.
