Thus a university cannot institute a new professorship or open a new laboratory on its own without first obtaining the consent of the state government and, quite often, that of UGC as well. Universities have no real authority also in routine administrative matters. For example, the question of having a five-day week in universities in Maharashtra had to be referred to the state Governor and is now pending there for several months.
