actual results were not upto expectations" Moreover even though the potential for small hydel projects has long been recognised as being capable of generating 5,000 MW, the total capacity installed and being constructed is only about 188 MW. One of the main advantages of small hydel plants was seen to be the shorter gestation periods. And yet, it is now reported that the tardiness in realising their potential has been because the five to eight year construction periods. Evidently, little attention is being paid to simplify design features or streamline construction operations. While the economic, social and ecological inap- propriateness of large hyde! projects has been acknowledged by the planners, as having resulted in a slowing down in that direction, it has not led to a re-examination of the alternatives.
