The Other Debt Trap

BY contrast with its external loans, the government's domestic borrowings do not attract much general notice. However, as an analysis of the government's finances published in the latest (September 1984) issue of the Reserve Bank's Bulletin brings out, budgetary reliance on internal market borrowings has increased very sharply in recent years.
