strengthened in other ways as well. An increasing proportion of the World Bank's lending is to take the form of 'co-financing' or joint-financing of projects with the commercial banks. Similarly, the proportion of structural adjustment or policy-based loans in the World Bank's total lending is to go up from about 11 per cent to 20 per cent over the next three years. These loans have con ditions attached to them pertaining to the borrowing countries' overall economic policies (akin to IMP conditionally) cover ing matters such as external trade liberalisation and greater reliance on international commercial borrowing.
