The organisational framework will need to be strengthened to enable the corporation to handle efficiently the additional responsibilities to be assigned under the new policy. The corporation has done well to introduce a new scheme for adoption of more scientific ginning and pressing methods. Ginning and pressing arrangements in the country leave much to be desired both from the viewpoint of quality of the lint and packing. The new scheme of 'CCI certified ginning factories' is being introduced during the current season in the southern states of Tamil Nadu, Karnataka and Andhra Pradesh where extra-long staple cotton is grown and the export potential of such cotton is the highest. The ginning and pressing factories which undertake to abide by the ginning and packing standards stipulated by the committee set up for this purpose will be paid a premium over and above the ginning and pressing rates fixed by the state governments. The introduction of the scheme should help improve unit price realisation in export markets, enabling the corporation to pay better prices to cotton growers.
