For four- wheelers, a manufacturer can range freely from passenger cars to light commercial vehicles to heavy commercial vehicles with no constraint on engine size. In other words, the licensed capacity limit will apply to the total number of two-wheelers or four-wheelers permitted to be produced and manufacturers can decide for themselves what specific items they want to make and in what numbers.
