Should the Hemlock Deal Be Cancelled? B B IN th face of a mounting public outcry, the government has finally ordered a review of the technology transfer agreement for the proposed National Silicon Facility (NSF). la mid-1983, the Department of Electronics (DOE) has entered into negotiations with Hemlock Semiconductors Inc of Hemlock, Michigan, for setting up a 200 tonnes per annum NSF in India. "lb be set up within the Indian Petro-Chemicals complex at Baroda, the deal with Hemlock was for an exhorbitant sum of Rs 96 crore.
