ECONOMIC AND POLITICAL WEEK UNITED KINGDOM Thatcherism and Reform of Welfare State Michael Jacobs THE British government has unveiled its plans for the most comprehensive reform of the Welfare State since the latter was established after the Second World War. The consultative Green Paper published in May by Social Services Secretary Norman Fowler may have failed to live up to its pre-publication billing as a coherent, systematic reformulation of welfare provision; it looked more like a simple cost-cutting exercise. But within its proposals do lie fundamental changes in the principles of the welfare state which reveal clearly the ideological drive of Margaret Thatcher.
