Fiscal and financial policy too has been tailored to these ends and the government's budgets in the last three years have been at pains to create instruments to enable private enterprise to mop up the community's savings for investment. Logically then it began also to be argued that resources with the government being inadequate, and in order to meet the priority claims on these resources of administration and defence, the scope for private enterprises should be further enlarged. This line of reasoning has been buttressed by highlighting the THE government has set up a Committee consisting entirely of civil servants (current and former) to define levels of political control on industry as between the government and the financing institutions. The issues raised are not only those of politics, but also of propriety, capability and efficiency.
