Beyond Food? IN measuring changes over time in the incidence of poverty account should be taken also of improvements in literacy, education, health, housing and availability of industrial consumer goods. This proposition was recently advanced by A M Khusro, an economist member of the Planning Commission, in his silver jubilee lecture at the Institute of Economic Growth in Delhi while discounting the "totally one-sided" index of poverty based only on calorie consumption.
