A Historical Perspective Mahmood Mamdani Apologists of imperialism not so long ago used to characterise every people in Africa as a tribe, regardless of their level of social development. Their contemporary counterparts have replaced the concept of tribe by that of ethnic group and use it with equal facility for either a tribe, a nationality or a nation. This underlines their reluctance, not just inability to understand African social development and its historically changing character.
