magistrates have apparently issued circulars to heads of government departments and educational institutions threatening that 'appropriate action will be taken against anyone found indulging in such discussions". The government's order smacks of arbitrariness at every turn. Most important of all, what are political discussions'? Surely, it should not at all be difficult for a zealous district magistrate to define the term to include any criticism of the way things are, including his own doings in the district. Even if it is assumed, unrealistic cally, that the order will be applied only to discussions of the recent developments in Punjab, there is a vast area between support for the activities of the terrorist and self- serving adulation of the Prime Minister and her doings; in this area would fall a great deal of intelligent and concerned discussion, comment and criticism. And it is this which is sought to be forcibly prevented.
