granted to large integrated mills should he automatically extended to small , paper mills at all slab levels without discrimination. It is pointed out that with the large availability of forest inputs at low prices and because of the economics arising out of their scale of operation, the bigger mills enjoy a cost advantage to the tune of Rs 2,000 per tonne over the small paper mills. The latest budgetary concessions given to larger mills will worsen the plight of the small paper mills. While the larger mills have been given excise relief of Rs 450 per tonne, the smaller mills will be getting, on an average, a relief of only Rs 150 per tonne. Thus there will be an additional advantage of Rs 300 per tonne to large paper mills over the small ones.
