They are the inescapable consequences of certain calculated policies followed by the Central leadership of the Congress(I) towards its unit in Maharashtra, with a view to undermining those centres of power and those local leaders who may have even the slightest political base in the state. Even so, the net result, over the last decade or so, has been that while Indira Gandhi might have, in the short run, achieved her aim, she has had to finally acknowledge the limits of her ability to impose her fiat in Maharashtra as in other states.
