Mavericks and Diplomats GPD THE Government of India team led by K. S Bajpayee opens a fresh round of talks in Beijing on the bilateral issues on Friday, January 28. The talks will centre around bilateral issues for the simple reason that the Chinese overall international line is in the process of change. In spite of the fact that the Chinese Prime Minister Zhao Ziyang appeared to be projecting a Chinese understanding of the world situation onto what he called the "vigorous continent*' barely a fortnight ago, it is true that the Chinese world view is very much in the process of change. Any significant meeting of minds between India and China may not therefore be possible for quite some time yet as far as the international balance of forces is concerned. The talks will have to centre around the more immediate and, of course, so far intractable bilateral issues like the border, trade, economic co-operation and so on. The Indian delegation has one "border expert'' in it and all the necessary documents of the British times will presumably be carried around.
